What is Layer 3 protocol decoding?
Layer 3 (L3) protocol decoding is the analysis of signaling messages exchanged between the mobile device (UE) and the network. This includes RRC (Radio Resource Control) between the UE and the base station, and NAS (Non-Access Stratum) between the UE and the core network (MME in 4G, AMF in 5G). These messages are encoded in ASN.1 PER/UPER as specified in 3GPP TS 36.331 (LTE) and TS 38.331 (NR).
Why is L3 decoding essential for network diagnostics?
Without L3 decoding, field engineers only see symptoms (call drops, service loss) without identifying the root cause. L3 decoding reveals exact cause codes: a NAS Attach Reject cause #11 (PLMN not allowed), an RRC Connection Release cause #2 (other), or a PDU Session Establishment Reject cause #29 (user authentication failed). It is the only method for accurate field diagnostics.

What is the difference between RRC and NAS messages?
RRC (3GPP TS 36.331 / 38.331) manages the radio link: measurement configuration (measConfig), handovers (RRCReconfiguration), radio bearer management (DRB). NAS (3GPP TS 24.301 / 24.501) manages the relationship with the core network: attachment (Attach/Registration Request), authentication, data session management (EPS Bearer / PDU Session). RRC is transparent to the core network; NAS is transparent to the base station.
