Standardized QCIs
| QCI | Resource | Priority | PDB (ms) | PELR | Example |
|---|---|---|---|---|---|
| 1 | GBR | 2 | 100 | 10^-2 | Conversational voice (VoLTE) |
| 2 | GBR | 4 | 150 | 10^-3 | Conversational video |
| 3 | GBR | 3 | 50 | 10^-3 | Real time gaming |
| 4 | GBR | 5 | 300 | 10^-6 | Buffered video |
| 5 | Non GBR | 1 | 100 | 10^-6 | IMS signaling |
| 7 | Non GBR | 7 | 100 | 10^-3 | Live streaming |
| 8 | Non GBR | 8 | 300 | 10^-6 | Video buffered TCP |
| 9 | Non GBR | 9 | 300 | 10^-6 | Default bearer data |
| 65 | GBR | 0.7 | 75 | 10^-2 | Mission critical PTT |
| 69 | Non GBR | 0.5 | 60 | 10^-6 | Mission critical signaling |
| 75 | GBR | 2.5 | 50 | 10^-2 | V2X messages |
| 79 | Non GBR | 6.5 | 50 | 10^-2 | V2X messages |
Fractional priorities (0.5, 0.7, 1.5, 2.5) are Release 13+ mission critical services that outrank classic priorities.

HiCellTek RF Monitor shows the QCI of every active EPS bearer in LTE mode. Verify that VoLTE runs on QCI 1, mission critical on QCI 65 to 70, data on QCI 9.
Frequently asked questions
What is a QCI?
QoS Class Identifier, an integer assigned to an EPS bearer to describe its QoS class. Defined in 3GPP TS 23.203 Table 6.1.7.
What is the default QCI?
QCI 9 is the default for general data (Non GBR, PDB 300 ms, PELR 10^-6). Most consumer internet traffic uses QCI 9.
What is QCI 1 for?
QCI 1 is GBR (Guaranteed Bit Rate) for conversational voice (VoLTE). Priority 2, PDB 100 ms, PELR 10^-2.
Can I have multiple QCIs per session?
Yes, via dedicated bearers. A default bearer carries best effort QCI 9 traffic, while dedicated bearers can carry VoLTE on QCI 1 and video on QCI 2 simultaneously.
Is QCI the same as 5QI?
5QI is the 5G equivalent of QCI. Most QCI values map one to one to 5QI values (QCI 1 to 5QI 1 etc). 5G adds Delay Critical GBR class and flow granularity.
What is PELR?
Packet Error Loss Rate, the upper bound on lost packets. Expressed as 10^-2 (1%), 10^-3 (0.1%), 10^-6 (0.0001%).
